A secret HM Revenue and Customs (HMRC) fast-track helpline is allowing senior civil servants, ministers, and high-earning public officials to bypass long wait times—getting their tax queries answered eight times faster than regular taxpayers.
While the average waiting time for most taxpayers is 18 minutes, VIPs using the exclusive "Public Department 1" (PD1) line are connected in under three minutes. This revelation has sparked outrage, especially as complaints about HMRC’s poor customer service have soared to record levels.
The number of formal complaints about HMRC's phone services has surged from 1,244 in 2018-19 to a shocking 8,037 in the most recent tax year.
Deputy leader of the Liberal Democrats, Daisy Cooper, condemned the unequal treatment, saying:
"Small businesses and people just wanting to do the right thing and pay their taxes should not be subjected to anxiety-inducing waits."
She called for the Labour government to properly fund HMRC to improve services rather than increasing tax burdens on businesses.
According to HMRC, the PD1 line is necessary because certain VIP taxpayers, including MPs and the royal family, have their tax records stored separately for security reasons. HMRC states that these individuals have fewer digital options and often require direct assistance.
A spokesperson explained:
"These taxpayers have reduced options to use HMRC’s digital services and main helplines to handle their affairs because of restricted access to their records. This leads to an increased need to contact HMRC to resolve their tax enquiries and for a separate helpline serviced by a very small team in PD1."
Despite this, critics argue that ordinary taxpayers deserve the same level of efficiency.
