21 Feb, 2013
Gide Loyrette Nouel has assisted the Communication Infrastructure Project for Madagascar (PICOM) in the drafting and implementation of a call for tenders relating to the selection of a Tower Company for the building and operation of telecommunications infrastructures in various areas of Madagascar. The aim of the project is to lower costs and to extend coverage nationally, as well as putting in place a cheap, high capacity international link.
The project will be a BOO (Build-Operate-Own) type PPP (Public-Private Partnership) with a minimum term of ten years. The infrastructures built shall be the property of the Tower Company, which is committed to respecting the free and non-discriminatory access to clients at a low cost when operating the infrastructures.
PICOM has received funding from the International Development Association to complete the installation.
The call for tenders notice was published on 10 December 2012 on the UN Development Business Online website.
